RESOLUTION No. 215, OF DECEMBER 14, 2006 Regulates the manufacture, installation, and use of a device called “bull bar” on motor vehicles with a gross vehicle weight of up to 3,500 kg.
2	ReqIF.Text	O CONSELHO NACIONAL DE TRÂNSITO – CONTRAN, no uso da competência que lhe confere o inciso I do art. 12, da Lei n.º 9.503, de 23 de setembro de 1997, que institui o Código de Transito Brasileiro, e conforme Decreto n.º 4.711, de 29 de maio de 2003, que dispõe sobre a coordenação do Sistema Nacional de Trânsito; e Considerando que o art. 97, do Código de Trânsito Brasileiro atribui ao CONTRAN a responsabilidade pela aprovação das exigências que permitam o registro, licenciamento e circulação nas vias publicas; Considerando que a instalação do dispositivo denominado “quebra-mato” pode afetar as condições de projeto do veículo, em especial no que se refere à distribuição de peso, estabilidade, aerodinâmica e rigidez estrutural e a eficácia do equipamento suplementar de retenção ( Air Bag ) frontal; e, Considerando que a utilização do “quebra-mato” pode representar riscos adicionais de acidentes, especialmente quando há o envolvimento de pedestres; resolve:	THE NATIONAL TRAFFIC COUNCIL – CONTRAN, exercising the authority granted by item I of Article 12 of Law No. 9,503, of September 23, 1997, which establishes the Brazilian Traffic Code, and pursuant to Decree No. 4,711, of May 29, 2003, which provides for the coordination of the National Traffic System; and Considering that Article 97 of the Brazilian Traffic Code assigns CONTRAN the responsibility for approving the requirements that allow registration, licensing, and circulation on public roads; Considering that the installation of the device called “bull bar” may affect the vehicle’s design conditions, especially regarding weight distribution, stability, aerodynamics, structural rigidity, and the effectiveness of the frontal supplementary restraint system (Air Bag); and, Considering that the use of the “bull bar” may represent additional accident risks, especially when pedestrians are involved; resolves:

4	ReqIF.Text	Os fabricantes e importadores de veículos automotores equipados originalmente com dispositivo “quebra-mato” devem informar, no manual do proprietário, os seguintes requisitos	Manufacturers and importers of motor vehicles originally equipped with a bull bar shall inform the following requirements in the owner’s manual

9	ReqIF.Text	A utilização do “quebra-mato” em veículos automotores está condicionada a existência de uma plaqueta indelével no dispositivo, indicando suas características gerais, contendo no mínimo as seguintes informações:	The use of the “bull bar” on motor vehicles shall be conditioned on the existence of an indelible plate on the device, indicating its general characteristics, containing at least the following information:

Ficam dispensados do atendimento deste artigo, os veículos originalmente equipados com dispositivo “quebra-mato”, bem como aqueles em circulação equipados com dispositivo que atenda os requisitos desta Resolução. Vehicles originally equipped with a bull bar device, as well as those in circulation equipped with a device that meets the requirements of this Resolution, shall be exempt from compliance with this article.
17	ReqIF.Text	Após 365 dias da data de publicação desta Resolução, fica proibida a circulação, nas vias públicas, de veículos automotores equipados com “quebra-mato” que não cumpram com os requisitos desta Resolução. Parágrafo único. Ficam dispensados do cumprimento desta Resolução:	After 365 days from the date of publication of this Resolution, the circulation on public roads of motor vehicles equipped with a bull bar that does not comply with the requirements of this Resolution shall be prohibited. 22	ReqIF.Text	Os veículos automotores somente poderão ser equipados com o dispositivo do tipo “quebra-mato” produzidos por empresas devidamente registradas no Instituto Nacional de Metrologia, Normalização e Qualidade Industrial - INMETRO, que estabelecerá, em 180 dias, contados a partir da data de publicação desta Resolução, os requisitos para a concessão do registro mediante regulamentos complementares	Motor vehicles shall only be equipped with the bull bar type device produced by companies duly registered with the National Institute of Metrology, Standardization and Industrial Quality - INMETRO, which shall establish, within 180 days from the date of publication of this Resolution, the requirements for granting the registration through complementary regulations.

23	ReqIF.Text	O não cumprimento do disposto nesta Resolução sujeitará o infrator à aplicação da penalidade e medida administrativa previstas no artigo 230, inciso XII, do Código de Trânsito Brasileiro.	Failure to comply with the provisions of this Resolution shall subject the offender to the penalty and administrative measure provided for in Article 230, item XII, of the Brazilian Traffic Code.

29	ReqIF.Text	A altura do dispositivo “quebra-mato” quando montado em um veículo, não deve situar-se, em nenhum ponto, a mais de 50 mm acima da borda da tampa do compartimento do motor, medidos num plano longitudinal vertical ao veículo. Nos casos em que a grade frontal estiver integrada à tampa do compartimento do motor, a referência passa a ser a linha superior da grade.	The height of the "bull bar" device when mounted on a vehicle shall not be more than 50 mm above the edge of the engine compartment cover at any point, measured on a vertical longitudinal plane to the vehicle. In cases where the front grille is integrated with the engine compartment cover, the reference shall be the upper line of the grille.

31	ReqIF.Text	O dispositivo “quebra-mato” não deve aumentar a largura do veículo em que for montado. Se a largura total do “quebra-mato” exceder a 75% da largura do veículo, as extremidades do dispositivo devem ser viradas para dentro, na direção da superfície exterior, de modo a minimizar os riscos de se enganchar. Considera-se que este requisito foi cumprido se o dispositivo estiver encaixado ou integrado na carroçaria ou se a extremidade do dispositivo não puder ser tocada por uma esfera de 100 mm de diâmetro e o intervalo entre a extremidade e a carroçaria circundante não exceder 20 mm.	The "bull bar" device shall not increase the width of the vehicle on which it is mounted. If the total width of the "bull bar" exceeds 75% of the vehicle's width, the ends of the device shall be turned inward, toward the outer surface, to minimize the risk of snagging. This requirement shall be considered fulfilled if the device is fitted or integrated into the bodywork or if the end of the device cannot be touched by a sphere with a diameter of 100 mm and the gap between the end and the surrounding bodywork does not exceed 20 mm.

32	ReqIF.Text	Sem prejuízo ao disposto no item 4, o intervalo entre os componentes do “quebra-mato” e a superfície exterior subjacente não deve exceder 80mm. Devem ser ignoradas as descontinuidades locais no contorno da carroçaria, tais como grades, entradas de ar, etc.	Without prejudice to the provisions in item 4, the gap between the components of the bull bar and the underlying outer surface shall not exceed 80 mm. Local discontinuities in the body contour, such as grilles, air intakes, etc., shall be disregarded.

33	ReqIF.Text	A distância longitudinal entre a parte mais avançada do pára-choque e a parte mais avançada do “quebra-mato” não deve exceder 100 mm, admitindo-se uma tolerância de 20%.	The longitudinal distance between the foremost part of the bumper and the foremost part of the bull bar shall not exceed 100 mm, allowing a tolerance of 20%.

34	ReqIF.Text	O “quebra-mato” não deve reduzir de modo significativo a eficácia do párachoque. Considera-se que este requisito foi cumprido, se não existirem mais de dois componentes verticais e dois componentes horizontais do “quebra-mato” que se sobreponham ao pára-choque.	The bull bar shall not significantly reduce the effectiveness of the bumper. This requirement shall be considered fulfilled if there are no more than two vertical components and two horizontal components of the bull bar overlapping the bumper.

35	ReqIF.Text	O “quebra-mato” não deve estar inclinado para frente relativamente à linha vertical. As partes superiores do “quebra-mato” não devem ultrapassar mais de 50 mm para cima ou para trás (na direção do pára-brisa), a linha de referência da borda dianteira da tampa do compartimento do motor do veículo. Nos casos em que a grade frontal estiver integrada à tampa do compartimento do motor, a referência passa a ser a linha superior da grade. Cada ponto de medição é feito num plano vertical longitudinal que atravessa o veículo neste ponto.	The bull bar shall not be inclined forward relative to the vertical line. The upper parts of the bull bar shall not extend more than 50 mm upward or backward (toward the windshield) beyond the reference line of the front edge of the vehicle’s engine compartment cover. In cases where the front grille is integrated into the engine compartment cover, the reference shall be the upper line of the grille. Each measurement point shall be made on a longitudinal vertical plane that crosses the vehicle at that point.
