- PURPOSE: This glossary anchors terms for row-by-row translation. Each content segment is translated in isolation without document context. Include only terms where an isolated pass would likely (1) leave source-language text untranslated, (2) render the same source phrase differently across segments, or (3) pick a plausible but wrong target-language cognate.
- INCLUDE only when at least one applies:
  (a) quoted or source-language device/component/equipment terms — bare term as source, one locked target (highest priority; prevents synonym drift such as bull bar vs brush guard)
  (b) legal or regulatory structural labels with a fixed target-language form
  (c) recurring phrases with multiple plausible target-language renderings in this document — choose one form and lock it for the whole document
  (d) false cognates or non-obvious legal/administrative terms
  (e) document-specific acronyms only when the target expansion is non-obvious and the acronym is reused across segments
- EXCLUDE:
  international or industry acronyms already used unchanged in the target language
  agency names and standard acronyms when the document uses them as fixed identifiers unless expansion is genuinely ambiguous
  form field labels, column headers, table row titles, metadata keys, and definitional sentences
  obvious cognates and generic nouns a competent legal translator handles without a glossary
  entries that only spell out a well-known acronym once
  long descriptive phrases — one short source term → one short target equivalent only
  definitional wrapper phrases when the recurring row text is only the inner term (use quebra-mato, not dispositivo denominado "quebra-mato")
- Prefer fewer, higher-signal entries. A short glossary is better than a document dictionary.
