NEWLINE DICTIONARY FORMAT (strict):
- One mapping per line only: <source> → <target>
- Use the Unicode arrow → between source and target
- No leading bullets (- * •), no numbering, no markdown headings inside the blocks
- No blank lines inside a block; no notes, examples, or commentary after the last line
- Source: shortest distinctive form as used in the document (word, phrase, acronym, or quoted term)
- Target: one consistent equivalent for the entire document — never list alternatives
- Source side: typically ≤10 words; never output full regulatory sentences or every permutation of a procedure
- One concept per line — if many lines share the same opening words, keep only the shortest useful form plus separate entries for distinct codes or suffixes
- NEVER output source → source for translatable terms
